Plans to work more closely together began with an external review of clinical services in Liverpool that was commissioned by NHS Cheshire and Merseyside, our integrated care board (ICB).  

  • January 2021: The Liverpool Clinical Services Review recommended that the five adult acute and specialist providers work more closely together to streamline pathways, address health inequalities and increase efficiency.  

  • July 2024: After three years of working together, the five providers formalised their partnership as Liverpool Adult Acute and Specialist Providers (LAASP) Programme Joint Committee, a vehicle for shared decision-making by the Chairs and Chief Executives. At the same time, Liverpool University Hospitals and Liverpool Women’s – which were developing even closer ties – announced they would come together as NHS University Hospitals of Liverpool Group with a shared Board.  

  • October 2024: NHS University Hospitals of Liverpool Group was formally created as Liverpool University Hospitals and Liverpool Women’s joined.  

  • March 2025: The LAASP case for change was published, identifying key priorities and opportunities to benefit patient care and efficiency.  

  • April 2025: The five providers delegated formal decision-making powers from their own Boards to the LAASP Joint Committee on specific areas affecting them all. These included the shared strategy, financial governance, investments in digital technology, and capital expenditure.
