Liverpool and its neighbouring communities we all serve experience some of the highest levels of deprivation in the country, with knock-on effects for health inequalities, outcomes and life expectancy. People in our most deprived areas live eight years less than more affluent areas and this is projected to worsen. We have a role to play in changing this story. 

At the same time, we are all striving to deliver the best care possible in a changing financial landscape, where it is widely acknowledged that the financial envelope that all NHS organisations operate needs to reduce. We need to reassess how we deliver our services within the existing resources whilst demand increases and costs are rising. We are currently trying to do this as individual trusts rather than collectively, which is having a negative impact. 

With these factors in mind, we know that continuing with the status quo is not an option and have developed a solution that enables us to protect and build upon the future of our services for the people of Liverpool and wider communities that we serve. 

Together, we serve a combined population of 2.8 million across our city, the rest of Cheshire and Merseyside, and beyond.
